Mission Statement
The mission of the Professional Counseling Program at UHV is to educate, train, and mentor students from diverse backgrounds to equip them to be highly qualified counselors who are competent to practice in a culturally sustaining and responsive manner within a multicultural and global society.
Program Objectives
University of Houston – Victoria students will become professionals who:
- Articulate their counselor professional identity and advocate for their profession and community
- Utilize evidence-based prevention and intervention techniques within a theoretical framework
- Effectively counsel individuals, couples, groups, and families in a developmentally and culturally appropriate manner.
- Practice professional counseling, demonstrating the ability to utilize an ethical decision-making model in alignment with the statutory requirements of the Texas State Board of Examiners of Professional Counselors and ethical standards of the American Counseling Association and the American School Counselor Association.

The M.S. programs in Professional School Counseling and Clinical Mental Health Counseling at the University of Houston-Victoria are accredited by the Council for the Accreditation of Counseling and Related Educational Programs (CACREP). Matriculation through a CACREP accredited program ensures students will receive quality instruction, clinical experience, and the ability to form a distinct professional identity as a counselor.

Professional Counseling Program Admission
Students graduating from a CACREP-accredited program qualify to take the National Certified Counselor Exam, used by most states for LPC licensure. For students pursuing a doctoral degree, graduation from a CACREP accredited program will meet application preferences in doctoral programs in counselor education.
The Professional Counseling Program within the College of Education and Health Professions follows specific admission procedures for the Master of Science degrees in Clinical Mental Health Counseling with specialty concentrations in Professional School Counseling and/or Clinical Mental Health Counseling.
Effective Fall 2025, newly admitted students will be enrolling in a fully online program. The online program will include both synchronous and asynchronous courses and two in-person residencies. More details will be provided at a later date.
