Article XIII. Constitution and Amendment
Section 1. Constitution
- Upon effective ratification by the Student Government Association, this Constitution shall supersede all rules set forth in previous Constitutions. However, in cases where this Constitution conflicts with the university policy, the university policy shall prevail.
Section 2. Amendment
- This Constitution may be amended by twothirds (2/3) of the SGA voting, provided that the amendment has been submitted to the SGA for review no less than seven (7) days prior to the vote with written permission of the Chief Justice.
Section 3. Operations Manual
- The Student Government Association Executive Branch may create an Operations Manual to enumerate day-to-day rules, practical procedures, and protocols in addition to those set forth in this Constitution and the bylaws. However, in cases where the Operations Manual is in conflict with this Constitution, the Constitution shall prevail.
Section 4. Ratification
- Once a new Constitution is adopted, all previous Constitutions of the Student Government Association of the University of Houston-Victoria are null and void.
