2.5 Administration and Finance

The Administration and Finance Division is charged with fulfillment of the financial, operational, technological, and physical plant needs of the University.  The mission of the Division includes providing financial and administrative counsel to the President and other offices within the University.  The Division’s staff works closely with all areas of the University, providing consultation and support services.  This includes developing and managing both short and long-term strategies to meet budgetary and financial needs, technology growth and innovation, facilities expansion and student auxiliary services growth needs. As a state supported institution of higher education, it is the Division’s responsibility to ensure that activities proposed and resources requested support the goals and mission of the University, are fiscally sound, reflecting good business judgment and create an environment where students, faculty and employees will be able to do their best work.

2.5.1 Budget

The Budget Office will provide accurate and timely information regarding the budget functions of the University of Houston-Victoria. The Budget Department assists in fulfilling the financial needs of the university and has a stewardship role in the university's financial resources. In this capacity, the primary duties of the Budget Department consist of the following:

2.5.2 Business Services

The mission and purpose of Business Services is a reflection of the University’s mission of education and service to the community we serve. Whether our customer is a student, an employee or a vendor, the goal and purpose is the same...to provide dependable, cost effective, quality service with a commitment to honesty, fairness, courtesy and professionalism. The Director of Business Services oversees the department and reports to the Vice President for Administration and Finance.

The Department of Business Services’ purpose is to provide a diverse offering of services in support of the University community and its academic mission.

2.5.3 Capital Projects

The mission of the Capital Projects is to design and deliver exceptional projects that maximize value and support university growth and student success. Capital Projects was developed by UHV administrators to manage construction and renovations.

2.5.4 Facilities Services

The purpose of the Facilities Services Department is to provide safe, clean, attractive, and functional facilities and grounds creating an environment that contributes significantly in meeting the University's overall mission. Responsibilities include property management, conduct annual inventory, building and key access, managing the workplace recycling policy, and disposal of surplus property.

2.5.5 Finance

The Finance Department is responsible for the overall integrity of the fiscal activities. In that capacity, the department oversees fiscal compliance with federal and state laws and regulations and with University of Houston System and University policies. The department is responsible for also accountable to the University and outside entities through its generation and distribution of internal and external reports on the financial status of the University. The responsibilities of the Finance Department are accounts payable, cashiering, financial reporting, property asset reporting, central receiving, state reporting, and PeopleSoft training.

2.5.6 Information Technology

The Information Technology Department is responsible for providing computer and telecommunication support for faculty and students in an efficient, effective manner to meet the needs of students, faculty, staff, and administration. Its responsibilities include administration services (IT business management and project planning), network services (infrastructure, server hardware configuration and support, virtual host provisioning and management), system services (server OS management, local and cloud hosted services, account lifestyle management), user services (help desk, lap support, audio/video communication and conferencing), and security services (audit/ compliance/policy and procedure creation and governance, incident response management, log management).  The department is under the supervision of the Senior director of information technology, who reports to the vice president for administration and finance.

2.5.7 Human Resources and Affirmative Action

The Office of Human Resources helps recruit and retain a qualified and diverse workforce by administering a competitive wage and salary program for staff, a comprehensive employee benefit plan, and educational/training programs.

The Office of Human Resources also develops and administers the human resource functions of the university, including employee counseling, compliance with the Affirmative Action Program, reporting to governmental agencies, and advisory services for all human resource matters.
