Policy
The originator of an external grant proposal, early in the process of proposal development, should seek preliminary approval and obtain appropriate signatures to ensure the institution can be supportive should the grant be awarded.
Procedure
Initially, the originator completes the Intent to Submit a Proposal form to notify the Office of Research and Sponsored Program or University Advancement of their intent to submit a grant proposal. Faculty and staff should submit the form to the Office of Research and Sponsored programs if the application or proposal involves research or is awarded by a federal or state agency. The form should be submitted to the Office of University Advancement if the proposals or application is awarded by a corporation, foundation, non-profit, or local entity.
Upon completion of the application or proposal the originator completes the External Grant Proposal Routing Sheet and obtains the applicable approval signatures. The purpose of the routing sheet is to ensure that the proposal is consistent with the institutional mission and policies.
The Office of Research and Sponsored Programs (ORSP) shall be the central repository for External Grant Proposal Routing Sheets. A copy of grant proposal routing sheets involving corporations, foundations, and/or non-profit organizations will be retained by ORSP and the original will be sent to the Office of University Advancement.
Review and Responsibility
By the authority of the Provost and Vice President for Academic Affairs, the ORSP shall be the responsible party for the Intent to Submit a Proposal form and External Grant Proposal Routing Sheet.
The Office of Research and Sponsored Programs and the Office of University Advancement will report grant activity to the UH System on a periodic basis as determined by the UH System.
