Higher Education Emergency Relief Fund III – American Rescue Plan (ARP)
On March 11, 2021, President Biden signed the ARP. This new law gives the U.S. Department of Education funding for institutions to award grants. ARP funds will provide UHV students with financial aid emergency grants, which may be used for any component of the student’s cost of attendance or for emergency grants that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care. The University of Houston-Victoria signed and returned to the U.S. Department of Education the Certification and Agreement and the assurance that the institution intended to use no less than 50 percent of the funds received under the CRRSAA and ARP (a) (1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
Eligibility
Students who are or were enrolled in an institution of higher education during the COVID-19 national emergency are eligible for emergency financial aid grants from the HEERF, regardless of whether they completed a Free Application for Federal Student Aid or are eligible for Title IV. Institutions with ARP funds are directed to prioritize students with exceptional need, such as students who receive Pell Grants or have extraordinary financial circumstances (such as loss of employment, reduced income, or food or housing insecurity), in awarding emergency financial aid grants. If you did not complete the 2021–2022 FAFSA (or 2020–2021 FAFSA for summer 2021 term), you will need to submit one of the following:

Summer 2021 Application - The summer ARP application has been closed.
If you were enrolled in the Summer 2021 semester, complete and submit the Summer 2021 HEERF III American Relief application to be considered for emergency grant funding. Refer to the UHV COVID-19 Emergency Funding website or contact UHV Financial Aid if you have any questions.
Fall 2021 Application - The fall ARP application has been closed.
If you are or were enrolled in the Fall 2021 semester, complete and submit the Fall 2021 HEERF III American Relief application to be considered for emergency grant funding. Fall 2021 ARP applications will be reviewed after the 12th class day of the fall 2021 term.
Spring 2022 Application - The Application is closed as of 2/11/2022
If you are or were enrolled in the Spring 2022 semester, complete and submit the Spring 2022 HEERF III American Relief application to be considered for emergency grant funding. Spring 2022 ARP applications will be live after the 12th class day of the spring 2022 term.
Results and requests for additional information will be communicated to students using their UHV email address.
Funding can be used to satisfy a student’s outstanding account balance or be directly disbursed using the student’s refund preference established with BankMobile. Students should be sure that their current address is on file with the UHV Registrar.

Pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants, UHV received $6,547,353 of which $3,668,435 is provided directly to UHV students in the form of emergency grants. As of February 24, 2022, 1,634 UHV students have been awarded $3,668,435 in American Rescue Plan emergency grants. The total number of UHV students estimated to be eligible to receive Emergency Financial Aid Grants to Students under the ARP (a)(1) and (a)(4) programs to date is 4,594.

Does the money need to be repaid?
No. Money received through this fund does not need to be repaid.
Will this funding reduce my financial aid?
No. This fund does not negate or replace financial aid.
Can financial aid applicants receive a financial aid adjustment due to a recent unemployment of a family member or student, or other circumstances?
If you or your family's financial situation has changed significantly from what is reflected on your federal income tax return (for example, if you've lost a job or otherwirse experienced a drop in income), you may be eligible to have your financial aid adjusted. Complete the FAFSA questions as instructed on the application (including the transfer of tax return and income information), submit your FAFSA form, then contact the UHV Financial Aid Office to discuss how your current financial situation has changed. The schools decision is final and cannot be appealed to the U.S. Department of Education.
Are CRRSAA funds taxable?
No. Grants received from HEERF II funds are not treated as taxable income or untaxed income. However, UHV is awaiting further clarification from the IRS as to whether these funds will be reported on 2021 1098-T forms. This section will be updated once more information has been received.
