Victoria Online Initial Certification for Educators (VOICE) Program

For those who have a bachelor’s degree and a desire to teach, the VOICE program is an accredited, completely online route to teacher certification for all grades. It is designed to meet the requirements of No Child Left Behind and offers many benefits to students, such as online tests with no proctoring fees and no Saturday or evening meetings to attend.

Before you get started, you’ll need

  • A bachelor’s degree
  • To pass the Pre-admission Certification Test (PACT) in your certification
  • A GPA of 2.75 in the last 60 hours of your previous coursework or a cumulative GPA 2.75 from all college work
  • A letter of standing if you’ve previously participated in an accelerated certification program (ACP)—only students of good standing within an ACP will be admitted to the VOICE program.
  • To provide a criminal history background check. The background check form may be obtained in the Educator Preparation Office (EPO) and should be returned to the EPO in a sealed envelope or mailed directly from the Texas Department of Public Safety.

The VOICE program lets you

  • Decide when to enter the classroom—do an internship and work as a teacher while you complete your coursework or complete a practicum during your last semester.
  • Choose what you want to teach—get your online teacher certification in four areas:
  • Early childhood (EC) through grade six, Core Subject
  • Grade four through grade eight, Core Subject
  • Grade seven through grade 12
    • Math
    • Science
    • History
    • Computer science
    • English, Language Arts & Reading
  • EC–12
    • Physical Education
    • Spanish
  • Choose your path —
    • Complete your teacher certification in three semesters if taking the student teaching practicum option;
      or
    • Complete teacher certification in four semesters if taking the paid internship option. 
  • Pay as you go:
    • Cost is limited to expenses for the application fee, six graduate-level courses and the Pedagogy and Professional Responsibilities (PPR) exam fee.
    • Payment is due as costs are incurred for tuition each semester.
    • You are not financially or academically obligated beyond the semester you register for the VOICE program.
    • Qualifying students are eligible for the Troops to Teachers program or the Spouses to Teachers program.
  • Take the TExES Pedagogy and Professional Responsibilities (PPR) exam in all certification areas.

What You Can Earn

Along with Texas teacher certification, you can earn master’s degree credits!

  • Apply up to 12 teacher certification hours toward an MEd in curriculum and instruction at UHV and choose from the following specializations:
    • Elementary education—literacy studies, elementary science, or elementary math
    • Secondary Education
  • Complete an MEd in curriculum and instruction with an additional four to six classes.
  • Take remaining master’s courses online, face-to-face, or in blended/hybrid formats.
