SMALL BUSINESS
DEVELOPMENT CENTER (SBDC)
The UHV Small
Business Development Center (SBDC) is a part of the largest
management assistance program serving the U.S. small business
community. The federal government authorized the nationwide SBDC
network in 1980. In 1984, the first Texas SBDC started at the
University of Houston, and the other three Texas regions (Dallas
Community College, University of Texas at San Antonio, and Texas
Tech University) started in 1986.
The U.S. Small
Business Administration administers the SBDC program, while
implementation rests with each SBDC state or region and a local host
organization. There are SBDCs in all 50 states, Washington, D.C.,
Puerto Rico, Guam, and the Virgin Islands. Each SBDC region
subcontracts with other universities, community colleges or chambers
of commerce to provide a network of over 1100 full-service
assistance centers for small businesses. Locally, the University of
Houston-Victoria serves as the host institution, and its SBDC is
part of the UTSA South Texas Border Region. The UHV SBDC serves
Aransas, Bee, Calhoun, DeWitt, Goliad, Gonzales, Jackson, Karnes,
Lavaca, Refugio, and Victoria counties.
The primary mission
of an SBDC is to develop and strengthen small businesses by
counseling and training business owners and by providing
comprehensive information services. Additionally, SBDCs are
encouraged to foster partnerships with other entities, such as other
local, state, or federal agencies that help small business. SBDCs
are also mandated to be advocates for small businesses. Because the
SBA requires sponsorship by a local host organization, the SBDC
network is uniquely designed to allow each SBDC to tailor its
activities to meet the needs of its region. The UHV SBDC has five
rural circuit sites to take SBDC service to outlying areas. These
sites are Rockport/Fulton, Beeville, Kenedy/Karnes City,
Hallettsville, and Gonzales.
