 I. Minutes

--Approved

II. General Agenda

·        Data Collection

--Summer headcount is up 158 and credit hours 1152 over last summer.  It was proposed and agreed that the intra-session should go in the catalog’s calendar.

·        Instructional Technology/Online Issues

--Chari Norgard noted that NES had lost the testing contract, with ETS becoming the new provider.  Not clear yet how UHV and students will be affected.

·        Fort Bend Issues and Updates

--Proposed events featuring UHV programs at the teaching centers were discussed, as was participation in planning the new Sugar Land building.

III. Specific Agenda

·        Student Appeal

--The Council approved a student request to be accepted despite three suspensions at other institutions.  The GPA was over 2.0.  The student will be admitted on probation for one year on condition that the student first meets with a program advisor.

·        Faculty Development Requests and Reports

--Approved a development grant for conference presentation ($1,000), pending receipt for a FY 04 report, for Dr. Jianjun Du to present at the American Accounting Association Annual Conference, in Washington, DC, in August.

--Approved a development grant for conference presentation ($170) for Dr. Thomas Matula to present at the International Academy of Business Disciplines 17th Annual Conference, in San Diego, CA, in April.  Also approved another conference presentation grant ($243) for the International Space Development Conference, in Los Angeles, CA, in May.

--Approved a development grant for conference presentation ($500) for Dr. Andria Young to present at the Texas Association in Mental Retardation 31st Annual Convention, in Corpus Christi, TX, in July.

--Accepted grant funded travel reports from Drs. Carol Klages and Qi Zhu.

·        Other

--The provost proposed changing the name of the Office of Special Projects to Office of International Programs and Special Projects, since that is the primary activity and that is the commonly understood title. No objection.

--Who is to ensure we comply with the federally required observation of Constitution Day was discussed.  Chari Norgard volunteered.

--Clarification was sought on the required GPA for graduate students, this being somewhat ambiguous in the catalog.  It was agreed that the requirement should be 3.0 in the degree program and 3.0 overall and that the catalog language should clearly reflect that.  The registrar will bring back some new language for approval.

--Joint Admissions Partnership was reviewed and discussed.
