Academic Council Meeting Minutes, August 2, 2004

 

Academic Council met on Monday, August 02, 2004, from 9:30 am until noon in Conference Room A.  Attending were Mary Natividad, Charles Bullock, Dick Phillips, Elois Kraatz (guest), Yolanda Gonzalez (guest), Joe Ferguson, Liz Branch (guest), Chari Norgard, Joe Dahlstrom, and Dan Jaeckle.  Minutes follow. 

I.  Guests 

--Yolanda brought a petition from a student for exemption from math requirements.  The Council asked Yolanda to ask her to speak with Dan about the matter.

--Elois brought us an example of a three-year bachelor’s student application.  The Council agreed to discuss this matter at the retreat on August 11.

--Liz spoke to us about PeopleSoft, particularly the hiring of a consultant to work through the fall, the prospect of phases of implementation (with which we had general agreement under certain conditions), and the prospect of going live before UH (with which we had general agreement under certain conditions).

II.  Minutes 

--Minutes of the July 6 meeting were approved as written.

III.  General 

·        Data Collection 

--Trudy spoke about the prospect of withholding degrees or diplomas, in addition to transcripts, for graduates with financial obligations to the university.  Because this issue came from Finance, the Provost will speak with Mr. Beran about it.

--Trudy and Elois spoke about formats for articulation agreements.  Charles will review the agreement that led to this discussion.  Generally, however, the Council agreed that agreements in standard form need not come to the Council, while agreements in different forms should. 

·        Instructional Technology/Online Issues and Updates

--Joe Ferguson addressed four issues:  online training for faculty, about which he will bring back more information; allowing Victoria-based faculty to choose between desktop and laptop computers, which the Provost will take to the Budget Committee; moving from 17” to 19” screens, which the Council thought would be a good idea; and ergonomic training scheduled for September.

--Chari brought up two issues:  the purchase of Breeze and training to take place; and the shutdown of Vista on August 18-20 for upgrading to 3.0.  The Provost will invite Chari to the meeting on small classes on the 23rd to see how the loading of students has gone. 

IV.  Fort Bend Issues and Updates 

--The Council spoke briefly about the bookstore in Sugar Land and about proctoring.  Proctoring issues in all locations will be an agenda item at the retreat.

V.  Specific 

  • Student Appeals

--The Council approved the appeal of a student to graduate under a 1999-2000 degree plan, approved an appeal for admission after 4 suspensions at another institution, denied an appeal for admission without TOEFL, referred an appeal for admission without TOEFL back to Admissions for further information, conditionally approved an appeal for admission of a student with a 1.96 GPA, approved an appeal for admission without TOEFL, conditionally approved an appeal for admission without TOEFL, denied an appeal for graduate admission of a student with an index below 1300, and approved an appeal to accept 1997 GRE scores.

·        Faculty Development Requests and Reports

--Approved a FY 2005 development grant for conference presentation ($1,000) to Dr. Peggy Cloninger to the International Academy of Business and Economics 2004 Annual Conference, in Las Vegas, NV in October.

--Approved a FY 2005 development grant for conference presentation ($738) to Dr. Jeffrey Di Leo to the Southern Comparative Literature Association Conference, in Columbia, SC, in October.

--Approved early a FY 2005 development grant for conference presentation ($524) to Dr. Harold Smith to the Teaching of History Conference, in Denton, TX, in September.

--Accepted grant funded conference travel reports (2) from Dr. Mel Damodaran.

--Accepted a grant funded research report from Dr. Nagarajan Ramamoorthy.
