  1. Organizational Business

  1. Approval of Minutes – Dale Fowler moved that the minutes for December 5, 2006 be approved as written and Sara P. Meyer and Susan Cain seconded.

  2. President’s Remarks

    • Dr. Hudson introduced Dean Charles Bullock and Dr. David Summers from the School of Business Administration and also introduced his new Administrative Assistant, Kathy Walton.


    • Dr. Hudson gave an update on legislative issues related to universities: special items, including our Master of Science in Nursing; incentive-based performance funding; restructuring of the financial aid system; and, the reformatting of appropriations funding patterns and possible repeal of lump-sum funding for higher education.


    • Dr. Hudson addressed the need for our faculty to be a leader in research and the Provost has addressed this in the tenure and review process. Our tenure and review has been done internally but most universities include an external component for review.


    • He spoke on the Multi-Institutional Teaching Centers (MITC). The UH System Presidents are examining the MITCs and will make a recommendation. All of our education is overseen by the Texas Higher Education Coordinating Board. There is a lot of regulatory work that will need to be done if changes are made to the MITCs.

    1. David Quenemoen, with PageSoutherlandPage architects presented the overview of the Sugar Land building plans. Groundbreaking for the building is scheduled on Friday, April 20th. He explained in detail the design of the three story building, scheduled to open August 2008.


    2. Economic Development & Entrepreneurship – Dean Bullock introduced Professor David Summers. Dr. Summers presented the Online Program for the Master of Science in Economic Development and Entrepreneurship which is the only program that is offered in the United States that combines these two fields. This program is designed to offer students a complete understanding of the economic development process, as well as the opportunity to learn what it takes to start and grow a profitable business in today’s competitive environment. It requires the successful completion of 36 semester credit hours, consisting of 30 hours of core courses and 6 hours of electives. There are 25 students in the program and they are in their second semester.


    3. Dr. Rice presented a brief history of the UH System at Sugar Land (UHSSL), including an explanation of UHS Teaching Centers terminology. She stated that the Sugar Land teaching center started in January 1996. She presented the UHV Student Profile which in 2005 shows 24% from Harris County, 23% from Fort Bend County, 22% from Victoria County and 31% from other counties. She also presented a graph of UHSSL total onsite enrollments for Spring 1996 through Spring 2006 and Total Number of Sections by Mode of Delivery.


    4. Dr. Hudson handed out the Tuition and Fees for 2007-2008 budget. UH-Victoria, along with the other UHS universities, will go to the Board of Regents in early April for approval of tuition and fees.

    Dr. Rice presented the PRAB Bylaws, map of the campuses and statistical information that was included in the packet.

    Ms. Ward thanked Regina Morales for hosting the tour and luncheon in Sugar Land. Ms. C. McGuill gave her view on online classes and face-to-face classes, encouraging the continued offering of face-to-face classes which she, as a student, finds very valuable.
