I.
Organizational Business
A. Approval of Minutes – The minutes from the June 1, 2004 PAC meeting were
approved as written.
B. Introduction of New PAC members – PAC Chair, Mike Saxon, introduced four
new members: 1) ) Jack Wu, Vice President of Business Development at Formosa
Plastics, representing Calhoun county, 2) Robin Thomas, home health nurse,
representing Colorado county, 3) Willie Rollins, President & Owner of Tu-Son
Service Co, Inc., representing Matagorda county, & 4) Dale Fowler, President of
Victoria Economic Development Corp., representing Victoria county.
C. Recognition of Outgoing PAC Chair – Don Smith, Provost, recognized Josie
Rivera as having served in the capacity of PAC Chair for two terms. He
presented her with an engraved paper weight that read, President’s Advisory
Council Chair, 2002-2004.
D. Recognition of Chair of the President Search Committee – Don Smith,
Provost, recognized UH System Board of Regents Chair, Morgan Dunn O’Connor for
her dedication and hard work in leading Presidential Search Committee. She was
presented with a signed, framed resolution that highlighted UHV’s appreciation
of her hard work.
E. Introduction of New President – The Honorable Morgan Dunn O’Connor
introduced new UHV President Tim Hudson, giving a brief synopsis of his
qualifications.
II. President’s Report – Don Smith, outgoing Interim President, gave a
brief report on completing the strategic planning process that was begun in
February, 2004. In June, the Board of Regents approved the principles that the
Strategic Planning Committee had outlined and mandated that they be placed on
the campus web sites. He reported that UHV had already begun to work on
initiatives that pertain to this campus.
Dr. Smith also reported that
administrators were working to find ways to fund the new building at UH Sugar
Land campus that will be shared with Wharton County Junior College. WCJC will
lease a portion of the new building from UHSSL. This joint location will
provide an easier transition for both UHSSL and WCJC students. They will
already be familiar with the campus and the professors. Currently the George
Foundation has donated $4 million, the city of Sugar Land & Fort Bend County are
both expected to donate approximately $2.5 million each. Still, about $20
million more will be needed to complete the project. Fort Bend County has asked
if they can locate a public library on the campus. This would make the campus
more of a “community” campus, taking college to the students.
Dr. Smith briefly reported that
efforts to get the Nursing Program up and running are well underway. Projected
implementation date is set for Fall of 2006. It is set this far in advance due
to development of the curriculum and the numbers of State and Coordinating Board
approvals that need to be received before implementation may begin.
The Southern Association of
Colleges and Schools have sent their last communication on follow-up concerning
the items that needed addressing for accreditation. The next renewal of UHV’s
accreditation status will be in the year 2014.
III. Awards by Web- Carolyn Mallory, Director of Financial Aid,
introduced a pilot program that was implemented on the UHV campus this summer
entitled Awards by Web. It is a web based system where students may access
their financial aid records online instead of having to come into the office in
person. It is secure, faster, easier, and can tell the students if documents
are missing, awards have changed, ineligibility, or eligibility to receive
awards. Students are notified via student email accounts. This service was
made available to over 200 students that are co-enrolled at UHV and four other
campuses. Hopefully, Awards by Web will be available to all Texas Institutions
of Higher Education in Spring 2005.
IV. Updates – 1. Richard Phillips, Associate Vice President of Student
Services and Regional Outreach, gave a preliminary enrollment update. Thus fall
UHV has enrolled 2,081 students, totaling 17,722 semester credit hours (sch).
Last year, 2,183 students had enrolled. Since registration is still open, the
enrollment is expected to rise.
In the Try UHV program, students
get the first UHV class for free. This is also offered to graduate students to
take the first Masters level class.
2. Friends of the University
Co-Chairs, Josie Rivera, Randy Clapp, and Linda Ward are currently calling each
PAC member to encourage 100% participation this year. Dr. Rivera urged all of
PAC to give any amount in order to reach their goal of 100%PAC participation. The overall goal for the FY 05 FOU campaign is $130,000. The FOU funds are used
to fund the $10,000 Haynes/Mickelson Endowment and to provide funding for more
student scholarships.
3. Wayne Beran, Vice President for Administration and Finance, gave a brief
overview of the UHV fiscal year 2005 budget. The budget is set at $26.4 million
which is 7-8% increase from last year. Tuition and fees are up by 4.5%. The
increase in funding is due to tuition and fees, Higher Education Asset Fund
($386, 000) and the fund balance. This year, UHV will be requesting monies that
were decreased in prior years to fund the Nursing Program ($900,000).
4. Brittany Hollas, Community Relations Coordinator, invited all members to
the 10-14-04, UHV President’s Annual Community Address that will be held in the
Victoria College Student Center. The event begins at 7:00 AM and will conclude
at 8:00 AM. Tickets may be purchased for $12 per person or $150 per corporate
table of 10. The topic of Dr. Hudson’s speech is entitled “Principles to Live
By – What we’ve Learned in 30 Years”. Early reservations may be made by calling
361-570-4351.
Immediately
following the address, at 8:15 AM, there will be a Welcome Reception for Dr. and
Mrs. Hudson hosted by UH System Regent Morgan Dunn O’Connor and Chancellor Jay
Gogue in the Victoria College Faculty Lounge. The public is invited to attend,
free of charge.
V. Advice, Discussion:
It is noted that PAC should be
surveyed to see what programs they would like to see highlighted at future
meetings.
