I. Organizational Business

A. Approval of minutes of March 5 meeting. The minutes of the March 5 meeting were approved.

B. Nominating Committee. Members: Elder (Chair), Bauer, Rivera, Welder.

1. The Nominations Committee recommended the following persons for re-election to a second three-year term (September 2002 - August 2005):

C. FOU co-chairs for FY02. A thank you goes to Mr. Flournoy and Dr. Rivera who served as co-chairs this year. Dr. Rivera has agreed to serve another year, and Mr. Smith will co-chair. Data for the annual fund drive 2000-2001 was included in the packet for today's meeting. A reception for donors will be held this evening.

II. President's Report

A. Legislative session and UHV's budget. An overview:

1. Additional funding. Institutional enhancement, formula funding, and tuition and fee increases (undergraduate, from $40 to $42 per SCH; graduate, from $70 to $76 SCH) provided an additional $2.6 million for UHV.

2. UHV Special Items. Regional Outreach received $300,000; LEAD, no funding but will look to other sources; SBDC, $200,000 (an increase of $50,000 to fund 3 new positions).

3. Tuition Revenue Bond Requests. UHV received $2.8 million for renovation of University West, a Facilities Services building, and Center for Community Initiatives.

4. Overall Appropriations for Higher Education. Base tuition increased by $2 per hour per year; higher education gained$1.4 billion in all funds; funding increased for the Texas Grant program.

5. Allocation of Funds. In particular: $466,000 to fund 6 new faculty; $282,000 in instructional support for Provost; $499,000 for faculty and staff salary increases; $428,000 additional System service charges.

6. UH System Highlights. Other UH campuses will receive Texas Excellence Fund monies for research grants; tuition revenue bonds appropriations increased for all campuses; UHCL, UHD, and UHV received an additional $1 million for institutional enhancement; the State mandated a pay raise for non-faculty employees.

III. Puppet Show - LEAD. LEAD began implementing strategies this year, one of which was hosting 1,000 K-12 students during campus visits. Another was to send UHV Student Ambassadors out to the schools to talk about why college was important to them. Also, a puppet show was developed for young children that emphasizes career options and college. The show, "Finding the Dream Job", was presented.

IV. UHV Restructuring for Outreach

Mr. Phillips, Associate Vice President for Student Services and Regional Outreach, will oversee the newly structured unit:

  • Student Development - to raise educational attainment level of all residents in UHV's service region. Student Recruitment and Relations and the LEAD initiative are within this area. Margaret Rice will be the Director.

  • Community Development - to serve the region in improving the quality of life for all residents. Center for Nonprofit Leadership and American Humanics are in this area. Jim Holm will serve as Director.

  • Economic Development - to assist area communities to protect and enhance their economic base. SBDC and Professional Development are in this area. Carole Parks is the Director.


An organizational chart is being created and will be shared at the next PAC meeting.

V. Discussion

A. PAC/college board briefing. Because attendance at the PAC/community college board briefing has been low, this event will be discontinued.

B. Dr. Haynes will provide feedback on Dr. Ed Penson's presidential evaluation at the next PAC meeting.

C. Members would like to see a list of graduates for their respective counties so that they can be contacted if needed. Mr. Phillips will look into creating lists that contain data that can be used for different purposes.
