Organizational Business
A.
Approval of Minutes – The minutes from the September 7,
2004 PAC meeting were approved as written.
B.
Notice of Resignation - Mike Saxon announced that PAC
member, Gary Hales, had resigned due to unforeseen job
responsibilities. Members voted to accept Mr. Hales’
resignation.

II.
President’s Report - Tim Hudson brought the UHV Update
handout to the attention of PAC. It highlights issues
addressed since September, including legislative budget
requests, building projects, a new Nursing Program, the
possibility of implementing an international studies program,
and the President’s Annual Report to the Community held in
October.
Dr. Hudson
announced that in the spirit of giving during the holiday
season, holiday cards would not be sent out to community or
UHV employees. Instead, the money ordinarily used for this
expense would be used for student scholarships.
Also, Dr.
Hudson has had the welcome posters redesigned to feature “Team
UHV” instead of featuring only the president. The posters
will have photos and captions of students and employees from
each of the academic schools. These new posters should be out
by December 11th.
Dr. Hudson
reported on his recent trip to Charleston, South Carolina to
attend the American Association of State Colleges and
Universities (AASCU) Annual Meeting and to Atlanta, Georgia to
attend the Southern Association of Colleges and Schools (SACS)
Annual Meeting. Topics reviewed were accountability measures,
costs, tuition, and accreditation. Dr. Hudson explained that
all member institutions are accredited by peer review. More
importantly, they are also accredited by a recognized regional
accrediting body. Credits from non-accredited institutions
are not accepted at accredited institutions. This encourages
students to only enroll at accredited institutions.
III.
Faculty Presentation - Dean Dan Jaeckle, School of Arts
and Sciences, gave an overview of the Bachelor of Science in
Nursing (BSN) program that is being developed for
implementation during the fall 2006 semester. This program
would allow nurses who have completed the Associate Degree of
Nursing (ADN) program to continue studies, earning a bachelor
of science in nursing.
Surveys were
sent to over 2,400 nurses in our service area, in addition to
nurses at local hospitals and ADN students at Victoria College
and Wharton County Junior College. To date, over 500
respondents have expressed interest in the proposed program.
The program would include 29 semester hours of nursing
courses and 10 hours of support courses at the upper division
level. Two areas of curricular focus are leadership and
management, and community health. Having more baccalaureate
nurses in area hospitals and other health facilities would
enhance community health care.
IV.
Student Presentation - Nadia Cano, Master of Arts in
Psychology student, gave a brief overview of how UHV had
enhanced her professional development by funding her trip to
Washington State to help Dr. Judith Johnson deliver a research
presentation. She highlighted the fact that she is completing
her master’s degree in psychology in spring 2005. She is
currently applying to several other universities for
admittance into their doctoral programs in psychology.

Roundtable Brainstorming - A PAC Attack on a Strategic Issue
- At this point in the meeting, members were divided into four
groups to brainstorm for ideas and consider whether UHV should
increase tuition and if so, how to go about it. After much
discussion each group reported that tuition should be
increased to meet the growing needs of the university.
However, quality of programs and accessibility should not be
sacrificed in order to raise the tuition. Recommendations of
each group were played out, using a scenario projection model,
to see what the impact would be over a period of five years.

Reminders -
Dr. Hudson
reminded PAC that the UHV/Community Holiday Reception would be
held on 12/11/04 in the multipurpose room of University
Center. He drew PAC’s attention to the list of upcoming
events included in the agenda, especially Fall Commencement to
be held on January 8, 2005.
The meeting was adjourned and
refreshments were served.
