Minutes

I. Organizational Business
Approval of minutes of September 3 meeting. The minutes of the September 3 were
approved as written.
The Nominating Committee will be named at the next meeting.
II. President’s Report
A. Tracy Rhoads has joined the President’s Office as
Executive Associate. Tracy comes to UHV from KAVU. Glenda Gore from University
Advancement will be transitioning to Receptionist.
B. Closing the Gaps. The Closing the Gaps initiative was
kicked off with a press conference on November 12 at 9 a.m. and followed with
a lunch and LEAD puppet show.
C. Fall enrollment increased by 13%. As of now, the enrollment
for Spring 2003 is 100 over last spring.
D. A directory of PAC members was included in today’s meeting
packet.
E. A list of collaborations/partnerships with community
colleges throughout our 15-county service area also was included in today’s
meeting packet.
F. A legislative briefing packet is being compiled and will be
mailed to PAC members soon.
G. Victoria Day at the Legislature will be March 5.
H. UHV’s commencement is January 11. A reception will follow
to honor the speaker, General Jefferson Howell.
I. UHV will host two holiday receptions for faculty and staff:
December 4 at Fort Bend and December 12 in Victoria. The Community Holiday
Reception is December 14.
J. Updated FOU information is in the meeting packet. 100% of
UHV’s President’s Cabinet has pledged support.
K. The next PAC meeting is March 4. The Nominating Committee
will be appointed.
L. The SACS Team visit is April 1-4, 2003. The Chair of the
Team will visit in February.
III. LEAD Updates. LEAD’s mission is to raise the educational attainment
level. It’s strategies:
A. Ambassador program. In 2001-02, Ambassadors talked with
10,000 students.
B. Campus visits. Students (in groups of 100) from the 4th,
7th, and 10th grades visit UHV. 2,500 students were on
campus last year; 1,400 visited this year. 12 visits are scheduled in Spring
2003, and parents also are attending. Puppet shows are shown to Pre-K through
4th grades.
C. Mentoring. The new coordinator, Rachel Trevino-Garcia has
visited with superintendents. 15 mentoring programs are in progress. The first
issue of the mentoring newsletter, Dream Beam, is included in the meeting
packet.
D. Parent involvement. Presentations are given in conjunction
with school and church parent meetings.
E. Special Events. A panel discussion was added to Girls
Academy this year. 37 out of the 44 schools invited were represented. With
funding from Alcoa, this event now is held in spring and fall. A Girls Academy
Reunion will be added in Spring 2003.
IV. Presentation and Discussion
A. The Access to Success Scholarship Program for Eligible
School District Employees. Today’s presentation also was given to the Board of
Regents at the November meeting. This program focuses on moving teacher’s
aides in the schools to UHV, and addresses the teacher shortage in Texas. It
was initiated in 1994 and offers certification in early school education,
middle school education, secondary education, and special education. There are
78 students currently enrolled - 27 at UHV and 51 at UHSSL. 45 students have
graduated from the program.
V. Other Updates
A. SACS. SACS studies the university every 10 years. For UHV,
the SACS Self-Study has been a three-year long project which will come to
fruition in April. Thirteen (13) committees with sixty-five (65) people have
evaluated how effectively the university does its work in multiple areas. We
are working on the final edit of the Self-Study Report that will go to the
printer in mid-December. A list of the recommendations will be distributed to
Cabinet in December or January, and many weaknesses will be addressed in late
January. Responses to the recommendations are due in late January. Planning
for the SACS Committee (15-20 member team) visit April1-4 will be done January
through early March. The morning of April 4, the SACS team will deliver a
verbal report. A written report will be produced a few weeks later. We will
respond to their report during the summer.
