PRESIDENT’S ADVISORY BOARD
September 12, 2006
Minutes

I.
Organizational Business
A.
Welcome of New Members – Chair, Linda Ward, welcomed
everyone and introduced the two new PAC members – Regina
Morales, Director of Economic Development for the City of
Sugar Land, representing Fort Bend County and Lance LaCour,
President and CEO of Katy Area Economic Development Council,
representing Harris County.
Ms. Ward
asked the members to please introduce themselves and tell
everyone a little about themselves.
B.
Approval of Minutes – Morgan Dunn O’Connor moved that
the minutes for June 20, 2006 be approved as written and
John Brockman seconded.

II. Dr. Hudson addressed the acronym, PAC (President’s
Advisory Council). He encouraged the PAC members to come up
with a new name since the acronym PAC often is used for
Political Action Committee.
Dr. Hudson introduced Dr. Suzanne LaBrecque,
UHV’s new Provost and Vice President for Academic Affairs.
He commented on the increase in enrollment of
5.6% and how important this is in a count year as our
funding for two years is based on the count year
enrollment. We had approval from the Board of Regents to
give merit raises in January ’07 if we met our enrollment
goals for FY ’07. Since we have met our goal this fall, he
will ask the Chancellor and Board of Regents to approve
moving up the 3% merit raise from January 1, 2007 to
November 1, 2006.
Next week, UHV will be addressing the
legislature for appropriations funding for special items and
in addition restoration of funding for the LEAD program. We
are requesting 1.1 million to begin the Master of Science in
Nursing Program; $700,000 over 2 years for a research center
for web-based learning; and 4 million for the Sugar Land and
Katy area upgrade to the MITC Centers.
Dr. Hudson reviewed items in folders provided
for PAC members:

UHV slide presentation that will be put on a
disk for the PAC members to use in increasing awareness of
UHV in their communities.
·
UHV Fact Sheet for 2005-2006.
·
The booklet, “The Prepared Mind: The Economic
Impact of UHV on Greater Victoria,” that was presented to
community members in Victoria on September 6th by
Barton Smith, from the University of Houston.
III.
Suzanne LaBrecque, Provost and VP for Academic
Affairs, presented some general academic information,
including the following:

There are 31 languages spoken by UHV’s faculty
and staff.
·
Some of our faculty are doing research
relating to cancer.
·
Several books have been published by faculty.
·
Graciela Limon will be on campus, September 13th
for a reading from her latest novel “Left Alive,” a
psychological thriller.
·
Faculty and students are involved in the
community.
Dr. LaBrecque
presented information on the Nursing Program (RN to BSN).
The program has four top faculty members and enrollment of
16 students in Sugar Land and 36 students in Victoria.
She
introduced Dr. DiLeo, Interim Dean of the School of Arts and
Sciences, who spoke on the American Book Review (ABR) now
located at UHV. Dr. DiLeo introduced Dr. Charles Alcorn,
Managing Editor of the American Book Review. Dr. DiLeo
hopes to have ten events over a year’s time, providing
students the chance to encounter some of the biggest names
in writing, including Charles Simic and Joyce Carol Oates.
The reading series is free and open to the public. Dr.
Alcorn will be the liaison between publishing houses and
press reviews. The ABR is working in collaboration with the
Victoria Advocate.
Regent
O’Connor asked about the percentage of enrollment in
Victoria and Sugar Land. Dr. Hudson gave some percentages
for Victoria County - approximately 50% in 1996, 29% in 2001
and 21% in 2006 in Victoria. (As of last fall 2005, our
student profile showed 22% in Victoria County, 23% in Harris
County, 24% in Fort Bend County and 31% in other counties.)
IV.
Dr. Hudson presented for Wayne Beran, VP for
Administration and Finance, on the three building projects
that will be supported by Tuition Revenue Bonds.
(1) Sugar
Land Building - $32 to $35 million. We are working with
WCJC and City of Sugar Land on this project.
(2) Regional Economic Development Center on the
Victoria campus - $6.72 million. (About a year away in
planning)
(3) Building
Project for Nursing – 1.8 million. This may be added as an
addition to a current building, or developed as a separate
structure.
Dr. Hudson also mentioned
the Fort Bend County Library project on the Sugar Land
campus where we are
negotiating for an additional 10,000 sq. ft. for UHV’s use.
V. Richard Phillips, AVP for University Advancement,
spoke on fundraising and how the private contributions keep
our costs down. Last year the Friends of the University (FOU)
fundraising allowed us to hire two more faculty members for
the Nursing Program.
He introduced Celena McGuill, chair of the FOU
campaign, who gave a presentation to the Advisory Council.
Individual donations of PAC members totaled $6,240 last year
with 100% participation.) Ms. McGuill presented two goals
for PAC members. First goal - This year she would like to
raise $10,000 with 100% participation. The second goal is
for PAC members to solicit donations by contacting 3 – 5 new
potential donors of their choice and to contact 3 – 5 past
donors in their area. Last year the FOU totaled $175,000
and as chair she would like to set the fundraising goal at
$190,000 for 2006-2007. Donor Contact Sheets were given out
and should be returned to Robin Cadle in University

VI.
Danny Ochoa, President of Student Senate, gave an
overview of the Student Senate
activities.
He handed out the Hispanic Heritage Month Events Schedule
from September 9th to October 14th.
VII.
Randy Faulk, Vice Chair of the Staff Council, gave
highlights and mission of the Staff
Council. The
Staff Council serves as a voice for exempt and nonexempt
staff. The Chair of the Staff Council serves on Cabinet.
The Staff Council meets every other month. Activities in
which staff participates includes Relay for Life, Corporate
Cup and other activities such as the craft sale with the
Student Senate.
VIII. Richard Gunasekera, Faculty
Senate President, said it is an honor to represent the
faculty of UHV, to be the frontline for students and also
serve as President of the University Faculties Executive
Council. Dr. Gunasekera was involved in bringing the
Nursing Program to UHV and served on the Provost Search
Committee. The UHV Faculty Senate tries to be proactive in
addressing the needs of the university and community. The
Faculty Senate is addressing the issue of how to bring
doctoral programs to UHV.
IX. Dr. Hudson thanked Dr. Gunasekera and his family
for giving an international student endowed scholarship.
X.
Roundtable
·
Dr. Hudson charged the PAC members to create
the agenda for the December meeting.
·
Ms. Ward, Chair, will get e-mail out to the
council members asking for agenda items and PAC name change
ideas.
·
Dr. Brockman expressed excitement about the
nursing program as it will help CBC in hiring nursing
faculty.
·
Mr. LaCour would like more information on MS
in Economic Development and Entrepreneurship.
·
Ms. C. McGuill would like to see a
“fundraising update” on the next agenda.
·
Ms. J. McGuill would like to make the young
people in Refugio aware of the new nursing program here at
UHV.
·
Mr. Saxon would like to get the word out to
high school students that college is affordable and they can
go to college.
·
Ms. Ward encouraged everyone to speak to their
civic organizations and to educate their community on
understanding the importance of an education.
·
Mr. Jaso would like for us, wherever we go, to
instill in our youths the importance of an education and
that higher education is achievable.
XI.
Linda Ward, Chair, thanked everyone for their input
and adjourned the meeting at 3:53 p.m.
