CONTRACT EXECUTION TIMELINE

UNIVERSITY POLICY REQUIRES ALL CONTRACTS MUST BE FULLY EXECUTED BY ALL PARTIES PRIOR TO THE START OF SERVICES.  Therefore it is important that sufficient lead time is provided for contract processing (reference UHS Administrative Memorandum 03.A.05 and UHV Policy E-12).  The table below illustrates typical contract lead times:

Contracts for consulting services, less than $25,000	15 days	In-house processing, contract execution, mail time
Non-Standard contracts (contracts that have not been approved as to form by Office of General Counsel, includes all vendor contracts).	30 days	Twenty day review by OGC with mail time. Additional processing time may be required if the OGC review revised the vendor’s contract.
Any contract for which Board of Regents approval must be obtained	60-90 days	Refer to SAM 03.A.05, Section 3 for specifics. Board only meets at certain times.  For agenda inclusion, items must be submitted prior to agenda deadline.
Major consulting services in excess of $25,000 (including reimburseables and any contract extensions)	90 days	· Required posting on Texas Register for 30 days by OGC. · Posting on Electronic State Business Daily Texas Marketplace for 21 days, if over $25,000 (can run concurrently with other postings). · Letter of Finding from the President that the consulting services are necessary. · Board of Regents approval (SAM 03.A.05), if required. · Required Legislative Budget Board notification. · Approval of appropriate Vice President.
Any contract other than approved Sole Source, for which a total payment of more than $25,000 will be made for goods or services	60-90 days	· Required posting on the Electronic State Business Daily Texas Marketplace for 21 days. · Competitive bid (RFP) or best value award process · Contract review and approval · Required statutory and system notifications.
Contracts to obtain the service of foreign nationals (length of time for processing varies)	30 days	Minimum time required for processing necessary immigration permits and documents varies.
