Postage Log and Use of Stamps  The Stamp Postal Register has been revised.  With limited exception, all official University mail must be processed through the University postage meter located in Mail Services, University West, and bear the State of Texas imprint and meter number.  The stamp postal register is for recording the purchase of postage stamps for official university business.  The register must be completed and attached to the ProCard transaction log and/or voucher when postage stamps are being paid for.  During ProCard transaction log reviews, we have noticed inconsistency in the way stamp logs were being maintained and some information was not readable.

The original copy of the log is subject to audit.  As with most things, there are restrictions and exceptions on the use of the postage stamp for official university business:

 

  1. No state funds (fund 1) may be used for the purchase of postage stamps.  Local funds only.

  2. Stamps purchased with university funds can never be used for any type of personal mail.

  3. Stamps may be used for university invitations and other occasional cards, such as thank you cards and holiday greeting cards.  Postage stamps are not to be used for other University mail unless either exception 4 and 5 below apply.

  4. Postage stamps may be used at off-campus sites where a postage meter is not available.

  5. Postage stamps may not be used for regular mail after the meter is closed unless true operational emergency exists.  Mail is metered for same day delivery between 8 am-3:15 pm daily.  Mail can be metered after 3:15 pm but it is the department's responsibility to deliver to the post office.

 

Business Reply Mail is Cheaper (for a while)  On a trial basis through 8/31/05, we have upgraded our Business Reply Mail permit.  Now, Business Reply Mail that is returned in #10 standard envelopes (or equivalent)  will only cost 47 cents per piece instead of 97 cents per piece.  Business reply mail is used for surveys, recruiting outreach, customer service sampling, etc.  The good thing is that all departments can participate in these savings through the rest of this fiscal year...so we encourage you to take advantage of it.  At the end of the fiscal year, if use justifies the permit cost,  we will renew the permit.


Safety & Risk

New Campus Safety and Risk Manager   We would like to welcome Mr. Genaro Cortez as the new Campus Safety and Risk Manager.  Mr. Cortez is employed half time and is currently scheduled to work Mondays, Wednesdays and Thursdays.  Genaro's office is located in 107E, University West... stop by and say hello.

 

Hands-On Self Defense Training Well Received!!  The Victoria Police Department presented a Hands-On Self Defense training class for 16 enthusiastic female UHV employees on Wednesday, November 3, 2004 from 9:00am-3:30pm. The class was conducted by Lt. Lillian Alex and her assistant, Officer Jason Cross. They instructed the class on simple, easy to learn, basic physical self defense techniques. Other items discussed were vehicle safety, home safety and personal awareness. The class was interesting, fun and well received. Lunch was provided by Business Services. The University is planning to offer the class again in either late spring or the early summer and possibly in Sugar Land. Some of the participants have discussed meeting at the Victoria Sports Center to practice the techniques learned.
