Now is the time to start
planning the submission of requisitions for any year-end purchases you
may be considering. The dates listed are the FINAL dates that you
may submit requisitions when you wish to use this years funds unless
otherwise noted. I will be happy to assist you or
try to answer any questions you may have concerning year end purchases.
JUNE 28, 2002 -- ALL COST CENTERS
Last day to receive requisitions for software maintenance, computer
hardware maintenance, rental renewals of copiers, telephone
equipment maintenance agreements, and similar service contracts when the
service is to start or be renewed September 1, 2002.
If you miss this deadline, your service coverage may
be interrupted. Next years money must be used
for these types of purchases.
JULY 12, 2002 -- ALL COST CENTERS
Last day to receive FY 02 requisitions for
orders for goods or services with a total combined value over $15,000.
Policy prohibits splitting large orders into smaller ones to avoid the
$15,000 limit. Please submit your larger
requisitions as soon as you can so Purchasing will have enough time
to formally bid.
AUGUST 16, 2002 -- ALL COST CENTERS
No requisitions for FY 02 (BP2002) are
expected to be processed after this date. During the last two weeks of
August the Purchasing Department will be processing all remaining FY 02
purchase requisitions, finalizing all FY 02 purchase
orders, year end PeopleSoft maintenance and preparing for FY 03
(BP2003).
OTHER INFORMATION TO NOTE:
FY 03 (BP2003) requisitions can be
submitted starting July 1, 2002, with effective delivery date of goods
or services no earlier than September 1, 2002. Mark all requisitions
with "FY 03" so Purchasing can be alerted.

Disenrollment and Reinstatement Stats for Spring 2002

Number of students that paid the $50 reinstatement fee

Spring 2002 = 17 49%
Although this is hardly a long enough period to
establish a trend, the information suggests that the reinstatement fee
may be effective in causing students to pay earlier. Minimal
complaints have been received from students about the reinstatement fee.
Web Credit Card Payment
The Bursar's Office is currently testing web
credit card payments and hope to have the option
available for students in Summer 2002, providing the necessary report
for reconciliation and accounting has been completed by UH.
Refund Appeal Changes
Beginning Summer 2002, the Bursar's Office will
limit refund appeal categories and consider refund exceptions
to state guidelines only in documented cases of medical emergencies,
national or natural emergencies, military duty and university error.
First Student Tuition Rebate Being Processed
UHV has had its first student apply and be
approved for the $1000 Tuition Rebate Program as provided for by the
legislature under Texas Education Code 54.0065 are
available for qualified students who have attempted no more than three
hours in excess of the minimum number of semester credit hours required
to complete the degree as defined by the catalog under which they were
graduated.
Certain restrictions apply:
- Students must have enrolled for the first time in an
institution of higher education in the Fall of 1997 semester or later.
- Students must be requesting a rebate for work related
to a first baccalaureate degree received from a Texas public university.
- Students must have attempted all course work in Texas
resident status.

Records. Qualified students must apply for the rebate at the time they apply
for graduation.
Distance Ed Fee Complaints Minimal
So far, we have had minimal complaints from students on the substantial
distance education fee changes that became effective this Spring.
