 The meeting was called to order at 2:35 p.m. by Genaro Cortez, Safety and Risk Manager.

    1.   The minutes of the November 17, 2005 meeting were reviewed and approved.

  1. Unfinished Business

·         The Safety & Risk Manager is in the process of putting together an Indoor Air Quality (IAQ) response plan that will include the Victoria, Sugar Land and Cinco Ranch campuses. The Safety & Risk Manager will review a draft copy of the plan with the Safety & Risk Advisory Committee.

·         On December 22, 2005, Cpl. Damian Martinez from the University of Houston Department of Public Safety, the UHV Safety and Risk Manager, UHSCR Security Officer Benito Salazar, and Bridgett Bentley, UHSCR Administrative Manager, participated in a security audit and a safety audit of the Cinco Ranch Campus. A Security Report has been published. Audit recommendations will be reviewed. Most of the items on the security audit were related to lighting either in the parking lots, outside and inside the building. The Cinco Ranch Campus does not have emergency lighting system. John Sprinkle, the Building Maintenance Manager, recently installed additional emergency exit signs. Facilities Director Michael Ruland and the UHV Facilities Coordinator Charles Boldt are working on emergency lighting system solutions for the Cinco Ranch Campus.

·         Everyone should have reviewed the January 2006 Incident Report. There were a large number of incidents reported at The Victoria College. Incidents which include vandalism, thefts, suspicious activity, threats, injuries or medical emergencies, etc. involving students, staff or faculty should be reported on an Incident Report form. If there are questions about when to use an Incident Report form, contact the Safety and Risk Manager.
 

  1. New Business

·         The Safety and Risk Manager is updating the Campus Safety Manual.

·         The State Office of Risk Management is implementing a regional open enrollment training concept. A pilot session is scheduled in February in Austin. Bradley Prais, SORM Training Specialist, is the open enrollment training coordinator.  The University of Houston-Victoria will be a host in this program. State employees in a fifty mile radius will be invited to attend State Office of Risk Management training courses during a two day period. The host agency may request an additional day of training for its employees only. The host agency will have some input into types of training offered. There is no cost involved to the host agency other than providing facilities for the training courses.

·         The Texas Tier II Report for hazardous chemical inventory is due March 1, 2006. Campuses must develop a list of hazardous chemicals used or stored in the workplace. The Safety & Risk Manager will compile inventory lists from the UHV, UHSCR, and UHSSL campuses and submit the report. A hazardous chemical is reportable only if it exceeded reporting thresholds at any time during 2005.

Other Training Topics:

·         The Safety and Risk Manager will contact the National Weather Service office in Corpus Christi about presenting a Hurricane Awareness program in late May or early June.

·         The Safety and Risk Manager will ask Susan Reynolds to contact the National Weather Service office in the Galveston/Houston area about presenting a Hurricane Awareness program in late May or early June for the UHSSL and UHSCR campuses

·         A campus e-mail concerning Severe Weather Awareness Week (February 26-March 4) will be distributed by the Safety & Risk Manager

·         A campus e-mail concerning National Poison Prevention Week (March 19-25, 2006) will be distributed before Spring Break. 

Security Officer Report - UHSSL:  

Security Officer Report – UHSCR:

·         Security Officer Linda Manzano reported a broken window incident which occurred at the UHSCR Campus on Sunday, February 19, 2006. She also stated the need for additional lighting behind the building.


Security Officer Report - UHV:

·         University of Houston-Victoria Security Officer David Hernandez report poor lighting in parking lot “Q” between the University West building and the University Center building. He also stated that vehicles are blocking the handicap accessible ramps by not parking properly within the parking strips.

·         Security Officer Charles Beckman has resigned from his part-time position and Security Officer Sam Wiest has accepted the position. The UHV Campus is in the process of hiring two relief Security Officers.

 
      Workers Compensation Claim:

·         Denise Prescott, Payroll/Benefits Manager, reported no new claims since the 3rd quarter of 2005.

 Quarterly Incident Report Summary:

·         Victoria College – a larger number of incidents reported for the month of January.

·         UHV – An employee’s jump drive was taken while checking baggage at the Mexico City Airport

·         UHV - A visitor was viewing inappropriate material in the Media Library.

·         UHSSL – Two hard drives were taken from a computer lab

·         UHSSL - Small fire in a microwave.

·         In November a UHSSL student was trapped in an elevator. The Safety and Risk Manager is working on a procedure to respond to persons trapped in elevators.

 

  1. Roundtable

·         The Safety and Risk Manager has submitted a State Agency AED Application to the Texas Department of State Health Services for Automated External Defibrillators for the Cinco Ranch, Sugar Land and Victoria campuses.

·          Door operation at the main entrances to the UHV Center Building and the UHSSL George Building continues to be a concern. Dina Thompson, Student Senate Representative, suggested putting up signs at both east and west entrances in the UHV Center Building directing people to the side entrances during high winds.
