The meeting was called to order at 2:35pm by Genaro Cortez, Safety and Risk Manager.

 

1.      The minutes of the August 15, 2006 meeting were reviewed and approved as written.

 

2.      Unfinished Business

 

a.       Emergency Evacuation procedure review

The emergency evacuation procedure review is currently in progress. The procedure update is complete but still need to assign emergency response duties to employees. UPDATE: Goal is to have updated procedures in place for the Spring ’07 semester.

b.      Building Evacuation drill – January 2007

A building evacuation drill is tentatively schedule for the month of January 2007.

c.       Safety & Risk Advisory Committee Membership.

The following new members in attendance were introduced:  Miles Harrison representing Information Technology; Zoeann Byerly representing Student Activities and Services and Denise Neill representing the Nursing Program.

 

3.      New Business

a.       Automated External Defibrillator (AED) Status

·        One AED unit has been received from Cardiac Science and has been installed in the UHV University West Building in Suite 107 (Business Services Department).

·        Captain Tim Hunter, Victoria Fire Department Training Officer, has trained 9 UHV employees to date. More training will be scheduled in the near future. Anyone operating the AED machine should also have CPR training as well.

·        Richard Castillo, Victoria Fire Department Inspector will be on campus for Life Safety Audit and will inspect the location of the AED unit to see if there might be a better, more accessible, location.

·        The Safety office is in the process of purchasing two additional AED units from Cardiac Science for placement in University buildings.

 

b.      Homeland Security Funding Schedule is due December 1, 2006.

·        Institutions of higher education are required to submit the Homeland Security Funding schedule to the Governor’s Office of Budget, Planning and Policy (GOBPP) and the Legislative Budget Board (LBB). UPDATE:  Per information from the Vice President of Administration and Finance Office, although the report was prepared it does not have to be filed this year.

 

c.       Alcohol & Other Drug (AOD) Review is due December 31, 2006.

·        The Drug-Free Schools and Campuses Regulations (DFSCA) requires that as a condition of receiving funds or any other form or financial assistance under any federal program, an institution of higher education (IHE) must certify that it has adopted and implemented a program to prevent the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees. If audited, failure to comply with the Drug-Free Schools and Campuses Regulations may cause an institution to forfeit eligibility for federal funding.  According to the DFSCA, all colleges and universities receiving federal funds must complete the biennial review on even-numbered year.

 

d.      University Smoking Policy A-15

·        The University smoking policy has been updated, approved and is being implemented. This policy is based on the City of Victoria smoking ordinance which does not permit smoking within 12’ of an entrance to a building. There are no longer “designated” smoking areas. The outdoor patio adjacent to the student lounge at the University West Building will become a non-smoking area due to the size of the patio. Signs are being installed that read “No Smoking Within 12’ Of Entrance”. Security Officers have been asked to monitor smoking at entrances.

 

  1. Safety Trainings

·        Completed Safety Training

ü      SORM Regional Open Enrollment Training

·        The State Office of Risk Management held it Regional Open Enrollment Training at the UHV campus from October 31 through November 2, 2006.

·        260 state agency employees attended the training representing 14 area state agencies.

·        A total of 18 training courses were offered during the 3 day training session.

 

ü      UHV AED Training

·        On October 13th, Tim Hunter, Victoria Fire Department Training Officer, trained 9 employees on the use of the Automated External Defibrillator (AED) unit. (see more on this in section 3a above.

 

 

 

·        Scheduled Safety Training

·        Annual Indoor Air Quality (IAQ) training is to be completed by November 21, 2006.  Texas Senate Bill 599 requires that the State Office of Risk Management (SORM) will “provide updated information on maintaining safe indoor air in state buildings.”  This bill also mandates that state agency risk managers, representatives of entities with charge and control of state buildings, facility managers, and owners and managers of buildings or offices leased to the state must review the updated Indoor Air Quality (IAQ) information annually.

 

·         “Preventing Exposure to Illnesses in the Workplace”

f.    Security Officer’s Report

·        UHV Campus - Security Officer David Hernandez

a.  

·        UHSSL Campus -  Security Officer Pete Jamison

·        Car radios were stolen out of 2 vehicles while parked in lot. Both victims called incident in to security and security is not aware of any official reports filed.

·        An additional part time Security Officer has been hired and parking lot rounds have been increase to deter future parking lot incidents.

·        Security Camera system is in the process of being updated. Additional outside cameras will be installed. This update will allow UH monitoring of the campus mainly outside of normal business hours.

·        Shelter-In-Place kits are being inspected at this time.

·        The Security Cart sent from Victoria campus is now being used and is much appreciated.

·        UHSCR Campus - Security Officer Linda Manzano

·        A visitor on campus ran into glass window mistaking it for a door while exiting a room where voting was being held. Brigett Bentley stated that this glass window has been a safety problem in the past and feels that some type of markings needs to be placed on the window to avoid future incidents.

·        The Safety & Risk Manager will discuss this issue with the Facilities Director and Building Maintenance Manager...

 

g.       Worker’s Compensation Report of Employee Injuries – Denise Prescott

·         Denise was not present at the meeting.  The Worker’s Compensation figures will be emailed by Denise when available.

 

4.      Roundtable

  • The meeting dates for fiscal year 2007 were approved by committee members. The next meeting is scheduled for Tuesday, February 20, 2007.
