Local Standing Rules of UHV
Education Student Association

Rule 1.  Definition of Terms

• 1.1  Teacher: 
  • Teacher shall mean any person who is certified, where required, who devotes the majority of the school day to classroom teaching or to allied work with students and who is not required to possess an administrative or supervisory certificate.  For membership purposes, the term “teacher” shall include classroom teachers, school counselors, school nurses, school librarians, visiting teachers and any other certified person who performs allied duties.
• 1.2  Ex Officio: 
  • Ex Officio shall mean by virtue of office.  This designation shall carry all rights unless otherwise stipulated.
• 1.3  Ethnic-minority: 
  • Ethnic-minority shall mean those persons designated as ethnic-minority by statistics published by the United States Bureau of the Census.  This designation shall specifically include American Indian/Alaska Native, Asian/Pacific American, Black, Hispanic and Caucasian (not of Spanish origin).
• 1.4  Open nomination: 
  • An open nomination procedure shall mean a procedure by which every eligible member of the Association shall have the opportunity to nominate any Association member who meets the qualifications for the elective positions; subject, however, to any limitations required in the University of Houston-Victoria Education Student Association Bylaws and also to any other reasonable restrictions, uniformly imposed.
• 1.5  Secret ballot: 
  • A secret ballot shall mean a procedure for voting on slips of paper (or a voting machine) on which the voter may mark the vote in secrecy.  Election by secret ballot for each individual position shall mean that slate voting shall not be permitted.
• 1.6  Majority vote: 
  • A majority vote if registered by one more than half of the members present and voting on a particular matter.
• 1.7  Run-off election: 
  • If no candidate in the first election received a majority of the votes cast, the two candidates with the highest total vote in that election shall have their names placed on the run-off ballot.
• 1.8  Plurality vote: 
  • A plurality vote is the largest number of votes to be given any candidate when three or more choices are possible; the candidate receiving the largest number of votes has a plurality.

Rule 2.  Political Contributions

In addition to the annual dues, the Association may collect voluntary contributions for political action.

Rule 3.  Open Meetings

• 3.1  All regular meetings of the general membership, Executive Committee and committees of the Association shall be open to all members who wish to attend as observers.  Permission to speak before the Executive Committee and committees may be granted to any person by a majority vote of the members present of these bodies.
• 3.2  These bodies at their discretion shall have the right to meet in executive session or as a committee of the whole, for authorized parliamentary purpose.

Rule 4.  Committees

4.1        No person shall be eligible to serve on more than one standing committee unless otherwise provided.

4.2        Functions of the standing committees are as follows:

• a.    Audit.  The Audit Committee shall consist of three (3) members who shall submit an audit report covering all receipts and disbursements beginning January 1st and ending December 31st of each year.
• b.      Budget.  Its duties shall be to prepare an annual budget of the estimated revenues and expenditures for the new fiscal year and submit it to the Executive Committee for adoption.
• c.       Courtesy and Social.  Its duties shall be to express sympathy or congratulations to members; to welcome exchange teachers; to arrange the social programs(s); to arrange for the entertainment of any guests; to foster a spirit of sociability and good fellowship; and to extend such other courtesies as may be requested by the Executive Committee or general membership.
• d.      Membership.  Its duties shall be to organize and supervise a membership campaign, and to report the results of the membership campaign to the Executive Committee and the general membership.
• e.       Organizational Affairs/Elections.  Its duties shall be to make a continuing study of the Constitution, Bylaws and Standing Rules of the Association to improve and revise them; to recommend changes, to propose resolutions; to develop and maintain a document of standard or accepted policies for the Association; and to supervise all Association elections, specifically, preparation of ballots, conduct of elections, tallying ballots, announcement of results and maintenance of records.
• f.        Public Relations.  Its duties shall be to initiate and direct plans for improving public relations in the community by developing a well informed public opinion on educational matters, by maintaining personal contact with professional leaders and lay people interested in education, and by informing Association members of educational problems and needs of the community.  It shall represent the Association at meetings of groups or organizations with which the Association wishes to keep in close contact.  It shall have primary responsibility for all Association publications and shall assist the President and Committee Chairpersons in all public relations endeavors.
• g.       Human Relations. It shall assess the needs for better human relations and intergroup education and to work towards improving educational community attitudes.
• h.       Hearing Committee. It shall consist of  members appointed by the President with the approval of the general membership.  This committee shall hear and render decisions on charges against members and officers.
