UHV Web Policies and Guidelines

NOTE: Due to the evolving nature of UHV, technology, and the World Wide Web, UHV Web Policies and Guidelines are subject to change.


The purpose of these policies and guidelines is to:

  • Aid the development of generally accessible web sites.
    • UHV Web Services welcomes comments on how to improve the site's accessibility. If you use assistive technology and/or the format of any material on our Web site interferes with your ability to access the information, please e-mail Web Services. To enable us to respond in a manner most helpful to you, please indicate the nature of your accessibility problem, the preferred format in which to receive the material, the Web address of the requested material, and your contact information.
  • Encourage design quality and consistency across all web sites and web pages that represent UHV, its schools, departments, and programs.
  • Promote good practice in web development, and awareness of current discrimination and disability laws.

UHV Web Policy

The University of Houston-Victoria (UHV) Web Services department makes every effort to ensure that all content hosted on UHV web servers is generally accessible to all individuals in some form, regardless of any disability.

  • All web content must comply with current UHV Web Policies and Guidelines.
    NOTE: Due to the evolving nature of UHV, technology, and the World Wide Web, UHV Web Policies and Guidelines are subject to change.
  • All questions and concerns regarding UHV Web Policies and Guidelines should be directed to Webmaster@UHV.edu.
  • UHV Web Policies and Guidelines are based on compliance with the laws, regulations, policies, and standards as stated in the following documents:
    • Section 508 of the Rehabilitation Act of 1973.
      • Particularly, ยง 1194.22 Web-based intranet and internet information and applications.
    • Texas Administrative Code (TAC) Chapter 206: State Websites.
    • Web Content Accessibility Guidelines (WCAG)

Roles and Responsibilities

Webmaster: The UHV webmaster will:

  • Oversee design and production of the UHV web servers;
  • Provide thorough guidance and training to liaisons, students, staff, and faculty as needed;
  • Maintain the UHV web servers;
  • Comply to all UHV and State of Texas web policies and guidelines;
  • Review and monitor all developed pages for the UHV website.

President's Cabinet: Each President's Cabinet member will be the point of contact in collecting information about the UHV website. Once contacted with the request, the cabinet member will appoint a liaison to work with the webmaster for that particular project.

Liaison: A liaison is a staff member, authorized by a department or school, to work with the webmaster or web developers to develop web pages. Through their liaison, departments and schools will provide the content for web pages. This may be done by submitting content electronically to WebRequest@UHV.edu, or by the liaison posting content directly to the server in the designated area.

Student Organizations: Officially constituted student organizations will be allocated space on a UHV server and may request the posting of approved web pages that will represent their activities. The Office of Student Life and Services will approve each organization's student representative and notify the webmaster. The student representative and webmaster will then work together to ensure all content for the site is compliant with UHV Web Policies and Guidelines. Content may be submitted electronically to WebRequest@UHV.edu.

Faculty: Faculty may request space on the UHV academic server and can post web pages that contain university related content, i.e. online course materials, vita, syllabi, etc. Faculty pages on individual school sites should not have more than contact information and degrees earned.

Basic Design Guidelines

Design Strategy: The Web Services Team will maintain an overall design for UHV web sites, so all web pages have a consistent look and feel.

Readiness of new web pages: The liaison, student, staff, or faculty member will not post incomplete or non-compliant web pages. Pages should not contain “Under Construction” type labels or "broken" links (hyperlinks that point to nonexistent web pages or content).

Validation: Compliance validation must be performed on all current and new web pages. Validation will include checking hyperlinks, HTML, CSS, and accessibility. Pages that fail validation will be reported to the appropriate liaison, student, staff, or faculty member responsible for the page content. The report will include the problem/s and associated solution/s to correct the issue.

Accessibility: All UHV web content should accessible to all, regardless of disability, in one form or other (see About File Formats). When validating for accessibility compliance, consideration of disabilities should not be limited to physiological impairments, such as sight, hearing. Technological barriers associated with geography also can affect accessibility when a user's access may be limited to a slow dial-up connection or a bandwidth limitation. Not everyone has access to High-speed internet. Each web site should also be designed with consideration for the types of internet connections available to the citizens of Texas.

Copyright: Copyright laws must be observed. Students, staff, and faculty must create their own web content otherwise there are copyright concerns. What Is Copyright? Check out the US Copyright Office's Copyright Basics.

Updating: All web pages should be updated at the beginning of each semester. Periodically, the Web Services Team will perform validation of the entire site for compliance with UHV Web Policies and Guidelines.

Integrity: The webmaster will maintain the integrity of the web site and take corrective action when published pages are not in accord with UHV Web Policies and Guidelines.


  • Only the webmaster can approve an exception to the UHV Web Policies and Guidelines
  • To gain approval, the liaison, student, staff member, or faculty must provide a short description of the exception, along with a rationale for the exception.
  • The webmaster will provide a response to each request.
